Meet Sam

I'm a Texas-based attorney, legislative consultant, and lobbyist focused on property rights, housing reform, economic liberty, and free speech.

I help organizations, businesses, trade associations, nonprofits, and advocacy groups navigate the legislative process and advance policy reforms that expand opportunity and individual freedom. My work includes legislative drafting, policy analysis, coalition building, strategic communications, traditional lobbying, and legal counsel related to legislative and regulatory matters.

I previously served as Legislative Counsel at the nonprofit Institute for Justice, where I led the legislative work of IJ’s Zoning Justice Project and worked with lawmakers, advocates, and policy organizations across the country to develop and advance reforms related to housing, property rights, occupational licensing, food freedom, and economic liberty. Prior to that, I worked as a drafting attorney for the Texas Legislative Council.

I have spent much of my career working in and around the Texas Legislature as both a bill drafter and legislative advocate. Beyond Texas, I have helped develop and advance reforms across the country, including food truck freedom legislation, statewide housing reforms, occupational licensing reforms, and model bills introduced in numerous states. I bring a drafter's attention to detail and a strategist's understanding of how ideas become law.

Through my @LegeLawyer social media accounts, I share policy explainer videos and behind-the-scenes perspectives on legislative drafting, lobbying, and the lawmaking process. Public policy and legislative law should be more transparent and accessible, and I enjoy helping people understand how laws are drafted, debated, and enacted. My content reaches policymakers, advocates, journalists, and citizens interested in how ideas become law.

Originally from Essex, England, I spent a decade as a management consultant in London before moving to the United States, becoming an American citizen, and attending law school. Before becoming a lawyer focused on public policy, I advised global businesses on strategy, operations, and growth—experience that helps me understand how policy decisions affect the people and organizations creating value in the marketplace.
